• Owners of personal rifled weapons undergo a one-time compulsory training course (training and training) and additional courses (from personal initiative) from the safe storage of weapons, their effective use, both as a means of self-defense and as a personal weapon, in case of arming foreign intervention. Such training courses are organized and conducted by the military commissariats (including within the framework of the classes they conduct for reservists and law enforcement officials).

The target number of the armed population capable of resisting the armed aggressor and waging a guerrilla war is several million people.
