Secondary schools and preschool institutions
  • At the first step the policy “money goes for children” is implemented. This applies to both public and private schools. Private schools and their teachers are not subject to certification and regulation by the Ministry of Education.
  • At the second step state comprehensive schools and preschool institutions that could not withstand competition with private institutions are privatized, they were financially unsuitable because they could not attract a sufficient number of students or external financial assistance from private individuals, commercial and charitable organizations. Educational institutions, during privatization do not find their buyers, are liquidated.
