• At the first step, the reform is being implemented, which today (in 2017) was developed and proposed by the Ministry of Health of Ukraine - "The National Health Service buys health for citizens for their taxes." (The bill "State financial guarantees for the provision of medical services and medicines").
• At the second step, a complete transition to private insurance medicine is carried out. That is, the medical service system, built as a result of the reforms carried out at the first step, continues to work, but the state stops paying insurance for medical services and compensates people for the purchase of medicines. Citizens will themselves conclude contracts with insurance companies and pay for their services.
